Care we provide
All of our care is non-medical. Caregivers help with the parts of daily life that have become hard or unsafe. They don’t give injections, treat wounds, or manage IVs. If your parent needs that too, a home health agency can do it alongside us.
Personal Care
Help with bathing, dressing, toileting, and getting in and out of bed or a chair, with an eye on fall risk.
Companion Care
Regular visits for conversation, walks, and outings, plus a daily check that things are all right at home.
Homemaking & Home Helper
Light housekeeping, laundry, cooking, groceries, errands, and rides to appointments.
Respite Care

How care gets started
Nothing starts until you’ve seen the plan and the rate in writing.
Step 1: Call or send the form
Tell us what’s happening: a fall, a hospital discharge, a parent who keeps skipping meals. We’ll ask a few questions and answer yours.
Step 2: Free in-home consultation
We meet at the home with your parent and anyone else who helps. We look at the stairs, the bathroom, and the daily routine, and talk about what help is needed.
Step 3: Written care plan
You get a care plan and a service agreement that list the tasks, the schedule, and the hourly rate. You sign before anything starts.
Step 4: Caregiver match and first shift
We choose a caregiver for the care needed, the schedule, and the person. After the first few shifts we check in with you and adjust.
Why use a licensed agency instead of hiring privately
Hiring a caregiver on your own can cost less per hour. Here is what the agency rate pays for.
The caregiver works for us, not for you
We pay wages, payroll taxes, and workers’ compensation. If a caregiver is hurt on the job at your parent’s house, the claim goes through our coverage, not your homeowner’s policy.
The state requires background checks
In California, every caregiver at a licensed home care agency must be on the state Home Care Aide Registry. Getting on the registry takes a Live Scan fingerprint check with the California Department of Justice and the FBI. Caregivers also need a TB test before they work with clients.
We cover sick days
If your parent’s regular caregiver can’t make a shift, finding a replacement is our job. You don’t have to start calling around at 6 a.m.
A registered nurse runs the company
Mildred Kiminyei is a registered nurse. Our caregivers give non-medical care, but the person overseeing your parent’s care plan has clinical training and knows when a change needs a doctor.
Who runs Penda Senior Home Care
Mildred Kiminyei is a registered nurse and the founder of Penda Senior Home Care. Mildred also owns and runs Penda Homes Assisted Living, two licensed residential care homes for the elderly in Menifee. Mildred worked as a caregiver for six years before opening Penda in 2024.

What it costs and how families pay
Home care is billed by the hour. Our rates run from $40 to $48 an hour, depending on the care and the schedule. We’ll quote your exact rate on the first call, and it will be in your written agreement before care starts.
- Private pay
- Paying from savings or income is the most common way families pay for home care.
- Long-term care insurance
- Many policies cover care from a licensed home care agency. Check the waiting period (the “elimination period”) and the daily limit.
- VA Aid & Attendance
- A monthly amount added to a VA pension for veterans and surviving spouses who need help with daily activities. It can be used for home care.
- Medicare
- Medicare does not pay for ongoing non-medical home care. It covers short-term home health visits from nurses and therapists, which is a different service.
Common questions
Is Penda Senior Home Care licensed?
Yes. We are a Home Care Organization licensed by the California Department of Social Services, license number 374700397. You can look up any licensed home care organization on the CDSS website.
Can a caregiver give my mother her medications?
A caregiver can remind her when it’s time, bring her the pill organizer and a glass of water, and open containers. Our caregivers can’t give injections or make decisions about doses. Those stay with her, the family, or a licensed nurse.
Does Medicare pay for home care?
Not for the kind of care we provide. Medicare pays for short-term home health, meaning nurse or therapy visits a doctor orders, usually after a hospital stay. It doesn’t pay for help with bathing, meals, or supervision on their own. Long-term care insurance and VA benefits often do.
What’s the difference between home care and home health?
Home health is medical: nurses and therapists, ordered by a doctor, often covered by Medicare. Home care is non-medical: help with daily life, paid privately or by long-term care insurance. Many people have both at the same time, especially after surgery.
