We send caregivers into homes across San Diego County from our office in Chula Vista. Penda Senior Home Care is owned and run by Mildred Kiminyei, a registered nurse. This page covers who we are, how we screen caregivers, and how to check our license.

Who we are
We help older adults keep living in their own homes when daily life gets harder. Our caregivers help with bathing and dressing, meals, getting around safely, errands, and company. Some families need a few hours a week. Others need someone there around the clock.
We’re licensed by the California Department of Social Services as a Home Care Organization, license #374700397. Our care is non-medical. We don’t give injections, treat wounds, or manage IVs or feeding tubes. When someone needs that kind of care, a home health agency provides it, often at the same time as us.
Penda is the Swahili word for love. Our tagline says the same thing: All You Need Is Love.
Our founder, Mildred Kiminyei, RN
Mildred Kiminyei is a registered nurse and the founder of Penda Senior Home Care.
Mildred also owns and runs Penda Homes Assisted Living, two licensed residential care homes for the elderly in Menifee (CDSS facility licenses #331881420 and #331881892). Both are licensed by the California Department of Social Services, but they are separate businesses. Penda Homes Assisted Living cares for residents in its own homes. Penda Senior Home Care sends caregivers to yours.
Mildred worked as a caregiver for six years before starting Penda Senior Home Care. In other people’s homes the same thing kept coming up: older adults whose basic needs were met, but who weren’t happy. Cared for, but not cared about.
Penda Senior Home Care opened in 2024 with that in mind: the person first, the task list second.
What a nurse-owned agency changes
Our caregivers give non-medical care, and the agency doesn’t provide nursing services. Having a nurse in charge still changes how care is planned and watched:
- Care plans account for diagnoses and medications, like how Parkinson’s affects balance, or how a new blood pressure pill can cause dizziness when standing up.
- Caregivers report changes that matter: eating or drinking less, new confusion, a fall or near-fall, red skin from sitting or lying in one position, swelling, or trouble breathing.
- When a caregiver reports a change, someone with clinical training decides whether it means a call to the family, the doctor, or 911.
How we hire and screen caregivers
What California requires of every caregiver
- Registration on the state’s Home Care Aide Registry before working with any client.
- A Live Scan background check. Fingerprints go to the California Department of Justice and the FBI. Certain criminal convictions disqualify a person unless the state grants an exemption.
- A tuberculosis (TB) test.
- Training. Entry-level training before working with clients, covering the caregiver’s role, basic safety, emergency procedures, and infection control, plus more training every year.
- Employment by the agency. Caregivers at a licensed home care organization are the agency’s employees, not independent contractors.
What we require on top of that
Before a caregiver works with a client, we check:
- A background check, through the Home Care Aide Registry process above.
- A TB screening.
- A current driver’s license with a clean record. Caregivers drive clients to appointments and errands.
- Proof of car insurance.
- A Social Security number. Caregivers are our employees, not contractors, so we verify work eligibility and run payroll.
Our caregivers speak English, Spanish, Tagalog, and Swahili. Tell us which language your parent is most comfortable in, especially if there’s memory loss involved.
Supervision and training
Mildred Kiminyei, RN supervises every caregiver and checks that the care in the plan is the care being given.
Caregivers complete dementia training through our online training program, so the people working with memory loss have been taught how to handle it.
Our license
A Home Care Organization license lets us send caregivers into homes to provide non-medical care. It doesn’t cover nursing or other medical services. The state keeps a public record of every license, and you can look ours up.

Who owns Penda Senior Home Care?
Mildred Kiminyei, RN, a registered nurse. Mildred also owns and runs Penda Homes Assisted Living, two licensed residential care homes for the elderly in Menifee.
Is Penda Senior Home Care the same as Penda Homes Assisted Living?
They have the same owner, but they’re separate businesses. Penda Homes Assisted Living provides assisted living in its own homes in Menifee. Penda Senior Home Care sends caregivers to people’s homes in San Diego County.
Are your caregivers employees or contractors?
Employees. A licensed home care organization employs its caregivers, so we handle their pay, payroll taxes, workers’ compensation, training, and scheduling.
